HOME Consortium Public Hearing Notice – 2015 CAPER

The Barnstable County HOME Consortium has completed its 2015 Fiscal Year (July 1, 2015- June 30, 2016) utilizing U.S. Department of Housing and Urban Development’s (HUD) Federal Fiscal Year 2015 HOME Program funds.  The HOME Program was awarded $359,324 to carry out the goals and objectives set forth in the 2015- 2019 Consolidated Plan and Annual Action Plan for this period. A draft Consolidated Annual Performance Evaluation Report (CAPER), outlining the year’s accomplishments and challenges is available for public comment.

The purpose of the hearing is to obtain from citizens, public agencies, community organizations, and interested parties oral and/or written testimony relative to the 2015 CAPER as well as housing needs and HOME Consortium program performance.  To review, visit 2015 CAPER or request a hard copy at the Barnstable County Human Services Dept., 3195 Main Street, Barnstable, MA. The HOME Investment Partnership Program (HOME) is a Federal block grant to state and local governments designed exclusively to create affordable housing for low-income households. HOME funds a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low-income people. The Barnstable County HOME Consortium [BCHC] is comprised of 15 communities on Cape Cod, Massachusetts: Barnstable, Bourne, Brewster, Chatham, Dennis, Eastham, Falmouth, Harwich, Mashpee, Orleans, Provincetown, Sandwich, Truro, Wellfleet, and Yarmouth.  The BCHC was formed to be a Participating Jurisdiction to receive and disburse HOME funds. In 2015, Barnstable County designated the Department of Human Services to act as the program’s lead agent, responsible to HUD for all administrative functions related to the operation of the BCHC.  As established by County ordinance in 1992, the HOME Consortium Advisory Council consists of seventeen members: one representative from each town and two at-large members.
