Notice of Public Meeting, Document Availability and Comment Period – Barnstable County HOME Consortium Annual Action Plan for Program Year 2024

The Barnstable County HOME Consortium has prepared its Draft Annual Action Plan for Program Year 2024 (PY24). This plan outlines funding priorities and serves as the strategic and planning documents for Barnstable County’s HOME Program which is funded by the U. S. Department of Housing and Urban Development (HUD).   The HUD allocation for PY24 is anticipated to be approximately $600,000 plus approximately $61,966 in repurposed program income.  A virtual public meeting on the 2024 draft Annual Action Plan will be held on Tuesday, April 16, 2024 at 3:00 p.m.

Public Comment will be accepted through May 9, 2024 and will be summarized and included in the final Plan submitted to HUD.  Submit written comments to: Barnstable County Department of Human Services, HOME Program, P.O. Box 427, Barnstable, MA 02630 or by email to homeprogram@capecod.gov.

Mission

The HOME Investment Partnership Program (HOME) is a federally funded formula grant program provided to state and local governments designed exclusively for the creation and preservation of affordable housing for low-income households. The Barnstable County HOME Program in partnership with other state and local funding sources, provides grant funds for the development and preservation of affordable rental housing throughout Barnstable County.

Membership

The Barnstable County HOME Consortium [BCHC] is comprised of the 15 communities on Cape Cod, Massachusetts: Barnstable, Bourne, Brewster, Chatham, Dennis, Eastham, Falmouth, Harwich, Mashpee, Orleans, Provincetown, Sandwich, Truro, Wellfleet, and Yarmouth.  The BCHC was formed to be a Participating Jurisdiction to receive and disburse federal HOME funds. In 2015, Barnstable County designated the Department of Human Services to act as the program’s lead agent, responsible to HUD for all administrative functions related to the operation of the BCHC.

 

Governance

The Barnstable County Home Consortium Advisory Council was established in 1992 in Ordinance 92-3 to advise and make recommendations to the Barnstable County Commissioners regarding the administration and funding of activities to be undertaken by the BCHC.
